Fresh from victory in a compromise Security Council resolution to strip Syria of its chemical weapons, Russia?s foreign minister said that the breakthrough was possible partly because the West has realized the threat of military force to solve conflicts is ?ineffective, meaningless and destructive.? The inspectors responsible for tracking down Syria's chemical arms stockpile and verifying its destruction plan to start in Syria on October 1th. According to a draft decision, the inspectors will face their tightest deadlines ever and work right in the heart of a war zone. As the pace of efforts to scrutinize Syria?s chemical weapons stockpiles quickens, United Nations inspectors said that they were investigating reports that the weapons were used seven times in Syria, including three after an attack on Aug. 21 on the outskirts of Damascus, the Syrian capital, that set off an international crisis.
