(June 17)[Notes:ANCHOR VOICE] A Virginia judge has approved an 11 million dollar settlement for the families of most of the Virginia Tech victims.The deal will prevent a court battle over whether anyone other than the gunman was to blame for the April 2007 massacre. University officials have come under fire for the so-called "watered-down" way they notified people about the danger on campus. Some of the attorneys say a more detailed warning may have persuaded more students and faculty members to stay put. Sueng Hui Cho (sung-wee joh) killed 32 people and wounded 2 dozen others before turning the gun on himself. Under the settlement...the families of at least 28 of those killed will receive 100 thousand dollars.Seriously injured victims will have their health care needs covered for life, and they're eligible for some financial compensation.One attorney says it's the best deal the families could have hoped for considering Virginia's liability laws...which caps rewards in those cases at 100 thousand dollars.By agreeing to the proposal.... families are also giving up their right to sue Virginia Tech...the state and local governments. They will...however...be given several meetings with the governor and university officials to discuss the mass shootings and changes on campus since then.Two families have opted out of settlement, and they're planning to file separate lawsuits. The record prices are affecting everyone's wallets, including local governments -- which have to pay for police patrol cars to cruise around. So, some cities are turning to more bike cops - in an effort to save money. In Bedford, Virginia, officers are bicycles are starting to become the norm. And the city is saving about a thousand dollars a month.SOT: The main goal was just to have better communications, better contact with the community. While fuel-saving wasn't the original intention, the Bedford police department has cut its consumption by about 400 gallons of gas a month. And with more officers riding instead of driving -- fitness levels have increased.SOT: We've had one officer that's lost in excess of 60 pounds since we started the program. Officers say they can perform the same duties on their bike as they would in a squad car. Some actually say it makes their job easier.SOT: Police officers, when they are on bikes, they can hear things, they can see things, they can smell things that they could not in a car SOT: While I was in the car, they most of the time won't stop you and talk to you because you are closed up in the box, but now it's easier accessibility to me.
