A year after the United Nations upgraded its peacekeeping force in Lebanon after Israel's war with a Hezbollah armed through Syria, nine months after the Iraq Study Group called for direct U.S. dialogue with Syria and other Middle East countries, and three months after Security Council establishment of a special tribunal to handle the Syria-linked case of Rafik Hariri's assassination, the role of Syria in the region and its relations with others are significant and anomalous. On Sept. 6, 2007, The Century Foundation hosted a luncheon discussion on The Syria-U.S.-Israel Triangle and the Prospects for Middle East Peace. Leading off the discussion were two exceptional policy experts, David Lesch (biographer of Bashar al-Assad from Trinity University) and Moshe Ma oz (leading Israeli expert on Syria. at Harvard and Hebrew University), and one policy practitioner, lvaro DeSoto, until recently the U.N. special coordinator for the Middle East peace process and envoy to the Quartet. Rita Hauser, chair of the International Peace Academy, moderated the discussion.

The Iranians as well as the rest of the Arab/Muslim world and Europe will be looking to see if America can be trusted again for Obama will represent a new direction and a new method of operation. His willingness to sit with our adversaries and listen to their concerns and fears while putting forth a strong secure and positive image should deflate the windbag rhetoric coming from Ahmadinejad. Since the Iranians have decided to call Bush’s bluff over the sanctions being mounted against them, it is clear to us here at Issue Under Fire that it is a matter of national pride that is driving their insistence on pursuing nuclear energy production (weapons grade or otherwise). If we approached them from that standpoint, there might be a way to talk them down and accept some form of monitoring. To date, it has been, don’t do as we do, do as we say do. We have told them to comply or else. That approach will always be met with resistance even if only to show the world that they ain’t no punk

This week the United Nations held a summit on world hunger and an interesting topic dominated some of the key discussions there, the way that biofuel investment is driving up the cost of staple food goods. That's right, the cost of gasoline and diesel fuel is not just driving up the cost of transporting food around the world, it is also making the wholesale prices for basic food items higher because of their use as a biofuel ingredient. Other side effects of the high price of gas includes the grounding of the SUVs of the skies, the Boeing 737 and 747 fleets are being grounded in favor of smaller and lighter aircraft. ICC Prosecutor slams Sudan for shielding ICC indictees

I had a frustrating time trying to watch the ICC Prosecutor Luis Moreno-Ocampo present his report to the UN Security Council this morning on the situation in Darfur. (Curse you, Real Player!) But I managed to read the written text of his statement. In his report, the prosecutor heavily criticized the government of Sudan for their complicity in refusing to extradite to the International Criminal Court the two individuals under indictment by the court for crimes against the Darfuri people. The archived webcast should be available tomorrow on the UN website. Meanwhile you can watch the press conference yesterday on the NGO campaign Justice 4 Darfur to get these two criminals arrested, including testimony by a Sudanese woman affiliated with the Save Darfur Coalition. I was moved by the closing remarks of the ICC Prosecutor:It takes a lot to commit massive crimes. It takes planning and organization. It takes commanders and many executioners. But mostly, it requires that the rest of the world look away and do nothing. This Council , when it requested my Office to intervene in Darfur, acted in a decisive way, thinking of the Darfuris, but remembering also Rwanda, and Srebrenica. At the Council’s request, my Office will present new evidence exposing the facts and identifying those most responsible. Based on those facts, I ask the Security Council to send a strong message to the Government of the Sudan and to issue a Presidential statement. Requesting that they stop the crimes. Requesting that they arrest Ahmed Harun and Ali Kushayb. Requesting that al l parties assist the Court. Requesting, simply, compliance with UNSCR 1593. Silence has never helped or protected victims. It only helps the criminals. Thank you.A very powerful and bold statement by the prosecutor. I'm reminded of the maxim, To do nothing is a political act. Beyond doves and ribbons, peace is a demanding job for over 100,000 United Nations Peacekeepers. The first UN peacekeeping mission hails back to 1948. UN military observers were deployed to monitor the Armistice Agreement b/w Israel and its Arab neighbors. Since then, the Blue Helmets have been a driving force behind protecting civilians and resolving conflicts around the world. Guatemala, Namibia, Cambodia-- UN Peacekeepers go to places others simply can't or won't go. This is what peace really is. It's 60 years of creating chances for peace to blossom. 60 years of overseeing elections and disarming ex-combatants. 60 years of proving that peace, like war, must be waged.
