The United Nations has again urged Myanmar's military authorities to ease visa restrictions so aid workers can enter the country. France has proposed invoking the UN's "responsibility to protect" in the country. That would mean they could enter the country and deliver aid without the authorities' approval, an idea that got short shrift at the UN.
