FAP708: Free stuff Friday eBooks and privacy, Higher Education Act Listen now: Student Financial Aid News + Chronicle: Members of Congress will tangle with some thorny issues when they return this month from their winter recess and resume work on the Higher Education Act, the major law that governs federal student aid. + Lawmakers in the Senate and House of Representatives will have to resolve their differences on the issues of college costs, accreditation, and Internet piracy. Colleges and accreditors are anxiously awaiting the outcome of those negotiations, which will determine how colleges could be punished for rapidly rising costs or low student achievement, and whether institutions must step up enforcement of copyright-infringement law on their campuses. + On the issue of costs, both the House and Senate versions of the bill would establish an annual higher-education price index that the Education Department would use to rank colleges according to how much they raised tuition and fees. But the House bill would go further, rewarding colleges that restrained tuition growth with more Pell Grant aid for their students. It would also withhold federal funds from states that cut their higher-education budgets. + College lobbyists and associations that represent state legislatures and governors are urging lawmakers to omit those provisions from the compromise bill. They say it would set a bad precedent by tying federal funds to pricing decisions. But they are fighting an uphill battle. A growing number of lawmakers are fed up with rising college costs, and many are under intense pressure from their constituents to hold colleges and state legislatures accountable for that growth. A rare type of emerald known as a trapiche emerald is occasionally found in the mines of Colombia. A trapiche emerald exhibits a "star" pattern; it has raylike spokes of dark carbon impurities that give the emerald a six-pointed radial pattern. It is named for the trapiche, a grinding wheel used to process sugarcane in the region. Colombian emeralds are generally the most prized due to their transparency and fire. Some of the most rare emeralds come from three main emerald mining areas in Colombia: Muzo, Coscuez, and Chivor.
