FAP639: Leukemia walk, default rates, social network job search, Natives of the New DawnStudent Financial Aid News+ Inside Higher Ed: UC Berkeley starting to offer course lectures on YouTube+ Chronicle: The U.S. Department of Education has announced plans to end a program that its supporters say has helped drive down the default rates on student loans.+ Under the program, the department reimburses a select group of guarantee agencies on the basis of their success in averting defaults, rather than on the basis of their collections on defaults. Congress created the program in 1998 to encourage guarantee agencies to focus more of their efforts on preventing students from defaulting in the first place.+ But Congress also required that the program be "cost neutral," and the department estimates that it will cost the federal government $2-billion over the next 10 years, even taking into account the savings from default reductions. The department says that it has no choice but to end the program, given its cost.+ Some members of Congress are fighting the department's decision, saying it will cause default rates to rise. If the group fails, it may move to scuttle the deal.+ The buyers — the private equity firms J. C. Flowers & Company and Friedman Fleischer & Lowe, as well as two banks, JPMorgan Chase and Bank of America — met Tuesday to discuss the best way to pressure Sallie Mae into accepting a lower price, these people said. + While the group is hoping to renegotiate the price of Sallie Mae, these people said, it may also be willing to walk away and pay the $900 million breakup fee.+ If that happened, the deal would become the biggest casualty of the tighter credit market, which persists despite the Federal Reserve’s decision on Tuesday to cut interest rates.+ The buyers also appear to be reacting to legislation that Congress passed over the summer that would reduce subsidies to student lenders.+ Though they have intimated threats before, the group intends to sit down with Sallie Mae’s parent, the SLM Corporation, as soon as President Bush signs the bill into law, these people said.
