The clock is ticking down to a vote on the government's emissions trading legislation, the outcome of which could have major ramifications for the Coalition and Malcolm Turnbull's leadership. The government has stepped up the pressure by announcing agriculture will be permanently excluded from its ETS. The concession could make it harder for opposition MPs to reject a climate change deal which is still being hammered out by Penny Wong and Ian MacFarlane. It's especially tricky for the Nationals, whose major constituency of farmers want the Coalition to pass the legislation, now that their sector has been left out.
