In Central Virginia, Democratic incumbent David Toscano ran unopposed last term, but this year faced a challenger for his seat in the 57th district of the state House of Delegates. Independent Party candidate Robert Brandon Smith the Third campaigned on a platform of smarter urban development and transportation policy. He s very visible and active in downtown Charlottesville so, even though he s homeless, he secured enough signatures to be added to the ballot.
