Under the flag program, begun in 1937, people may request through Senators and House members to provide for a day one of the many flags raised and lowered over the Capitol. But on 9/11/07, the Architect of the Capitol refused to fly a flag because it's certificate of authenticity read: "this flag was flown in honor of Marcel Larochelle, my grandfather, for his dedication and love of God, country and family." The certificate echoed Mr Larochelle's Eagle Scout oath. Meanwhile, the Congress endorsed a proclamation recognizing Ramadan.
