As Brent Scowcroft pondered the new Barack Obama administration, he seemed at first to be transfixed: It is a new era, a new dawn, a new coming together. But that optimism quickly gave way to Scowcroft s trademark realism: But turning this era of goodwill into cooperative action that is going to be very tough. Both Scowcroft and Zbigniew Brzezinski discussed how Obama might do that and how the United States could create mandates for peace around the world:On Iran:Brzezinski stated that of course we have to engage in talks without preconditions. One can always keep a threat in one s pocket. One doesn t need to wave it around belligerently. Scowcroft concurred, saying there are two major issues emerging out of Iran: the volatile nation s place in the region and its place with regard to its nuclear ambitions. Scowcroft recommended sending a private emissary to Iran to try to sit down with someone we could actually have a serious discussion with. On the Arab-Israeli conflict:Brzezinski and Scowcroft were adamant and in unanimity that work toward a two-state solution must begin in Obama s first term and must be characterized by serious presidential involvement and not gimmicks. On Iraq:Neither Scowcroft nor Brzezinski thought that Obama should stay wedded to his proposed timetable for withdrawal from Iraq. He needs to temper his calendar approach, said Brzezinski, who advised a continued determination to draw down troops but with deliberation and thoughtfulness. On Russia: The end of the Cold War liberated Russia from its history, said Scowcroft. He warned that the United States had never created a strategic framework into which a post-Cold War Russia fit. Scowcroft recommended ameliorating the relationship with immediate arms control talks as both a practical measure and to give them the sense that we really to care what they think. Meanwhile Brzezinski reminded the room that Russian President Dmitry Medvedev should not be taken lightly, saying that Russia still needs to come to terms with its imperialist past. On terrorism: We aren t going to end terrorism by killing terrorists, said Scowcroft, but by drying up the swamp the terrorists draw from. Brzezinski then called for a new consciousness about language: We have been extra careless about our words, especially since 9/11. He asked the audience to imagine calling the IRA s actions Catholic or Papist terrorism. We slip when it comes to Islam, Brzezinski said. We have to rethink the cultural attitudes we have been fed in this culture of fear. As the discussion drew to a close, host David Ignatius of The Washington Post said that, despite the problems the United States faces around the world, it is encouraging to think that these two foreign policy luminaries--from the right and the left--would agree on so many issues. Perhaps, as this autumn heralds, there really is hope in Washington.
