The Fortuitous Writer Acclaimed writer, Ha Jin, spent his earlier days as an uneducated soldier with the People's Liberation Army in China during the Cultural Revolution. Thirty three years later, he is a resident of the US, a Professor of English and has written eight books and three works of poetry, all in English. The sound of the digeridu, or Yidaki as it's known in North East Arnhem Land, has been adopted as a symbolic part of Australian culture. But how well do non-Indigenous Australians understand the spirituality of traditional Aboriginal music and its centrality to wellbeing? This Encounter travels from Darwin to North East Arnhem Land to attend the 10th Garma Festival of Traditional Culture. Held in Yolgnu country on the Gove Peninsula, it draws together over 1,000 people to watch, perform and celebrate traditional culture. Caring for the Soul of the Country examines the idea of cultural practice as central to wellbeing -- spiritual, social and physical. It looks in particular at ceremony -- a sacred crucible of the broader practice of 'caring for country' -- as vaccination against illness of the spirit and of the body. And it asks if a clearer understanding of the centrality of 'caring for country' might affect government policy on social provisions for Aboriginal communities. In the history of representation, Aboriginal people have been defined by the colonial gaze - from ethnographic photographs to film - into a shadow of our selves. Today we present a talk by Dr Romaine Moreton on the Aboriginal self through the Western eye. She says through film, Aboriginal people are confronting and splitting the colonial gaze. Dr Romaine Moreton, a Goernpil woman whose family hail from Stradbroke Island, spoke at the Black2Blak 2 conference held in tandem with The Premier State, an exhibition at the Campbelltown Arts Centre featuring Aboriginal artists from across New South Wales. Also, the lawyer Terri Janke explains why we need a national authority with statutory powers to protect Indigenous cultural rights, from intellectual copyright to traditional knowledge. Compulsory income management will continue under the Northern Territory intervention, despite a recent review team recommendation to the federal government that it be made voluntary. The Indigenous Affairs minister, Jenny Macklin, says the scheme will remain in place while a new program is developed over the next year. Until now, the income program has been able to operate because the Racial Discrimination Act has been suspended. Ms Macklin says the plan is for a program that would be allowable under the Act. ]]>

In 1991 Algonquins of Barrier Lake negotiated a groundbreaking Trilateral Agreement with Canada and Quebec giving their joint managment of their traditional territory. Both governments refuse to honor the agreement. The community has maintained their traditional form of governance. In march of this year, the federal government recognized a minority faction who does not prioritize the Trilateral - the third time in a decade. On October 6 2008, the community peacefully blockaded highway 117, three hours north of Ottawa. Charles 'Chicka' Dixon is one of the most influential figures in contemporary Aboriginal Australia. He grew up at Wallaga Lake and Wreck Bay on the New South Wales south coast. At 14, he worked as a labourer on the waterfront at Port Kembla, where his involvement in strike action sparked an interest in politics. He then moved to Sydney, where he became active in trade union circles and took a leading role in the campaign for the 1967 Referendum. Chicka Dixon was both an instigator and an organiser of the 1972 Aboriginal Tent Embassy. As one of the few experienced campaigners, he acted as a mentor for a firebrand group of young activists who sought to bring Aboriginal rights issues into the mainstream. His influence helped the tent embassy activists gain direct access to senior government figures and was instrumental in encouraging the media to question the living conditions of Aboriginal Australians. In 1984 Chicka Dixon was nominated for Aboriginal of the Year in recognition of his contributions to Aboriginal health, community development and culture. He continues to travel the country, lecturing and sharing his wisdom. Also, a profile of Carly Wallace, a young Aboriginal woman from the Atherton Tablelands, who is set to one day be a leader in Indigenous media. ]]>

It has now been nine months since Kevin Rudd apologised to the members of the Stolen Generations. While this symbolic event was very important for Indigenous Australians, Professor Larissa Behrendt of UTS maps out what needs to be done next to help communities build strength, good health and education. In this wide-ranging speech given at a public forum at UTS, she examines the NT Intervention and other government initiatives, to look at what works and what doesn't. We also hear from David Cole, manager of the Balunu Foundation in Darwin. They work with young at-risk Indigenous people, giving them a sense of purpose and pride. 'The name Balunu comes from the Luritja language of Central Australia. The word Balunu means creation and this is what we are about: the creation of strong youth, strong culture, strong leaders, for a strong future by breaking negative cycles and creating positive ones.' ]]>
