Over the past couple of weeks we've discussed the situation in refugee camps in Indonesia, Sri Lanka and Malaysia, but the world's largest refugee camp is in Kenya. Situated on the border with Somalia, the camp was originally designed for 90,000 refugees but now almost 300,000 people are living there, roughly equivalent to the population of Canberra. Naomi Steer is the national director of Australia For UNHCR, the division of the international refugee agency responsible for raising funds to support international humanitarian programs. She has just returned from the Daadab camp in Kenya.

The sinking of a suspected refugee vessel off the Cocos Islands has again focussed attention on Australia's moral and legal obligations to accept asylum seekers. The debate in recent weeks has been divisive, with the government and the opposition trying to outmuscle each other over border protection. Both sides have politicised asylum seekers, prompting calls from some quarters for the type of bi-partisan cooperation which existed in the 1970s between the then prime minister, Malcolm Fraser, and opposition leader Gough Whitlam, when thousands of refugees from Vietnam were settled in Australia. Malcolm Fraser says the Rudd government and the Turnbull opposition are playing the race card in a game of political one-upmanship which demeans us all and will damage Australia's reputation overseas.
