In February 2006, the United Nations General Assembly replaced the existing Commission of Human Rights with a Human Rights Council to establish a more impartial and credible body charged with monitoring respect for human rights around the world. Though the creation of this new body, comprised of 47 UN member States, has raised high expectations in the international human rights community, many issues as to the functioning and operation of the Council remain unresolved. This panel will address the challenges that lie ahead for the Human Rights Council and feature a distinguished group of speakers who represent governments, academia and the NGO community. Panelists Include: Gudmundur Alfredsson, Federico Andreu Guzman, Mark Lagon, Scott Lyons, Fernando Marino Menendez, and Diane Orentlicher (moderator).
