Even now the world finds itself at the mercy of American domestic politics, for the president cannot fully commit to the action required until the US Congress has done so.Since U.S. presidents and Congress have dragged their heels, local activists and governments have often taken the lead in pushing for stronger regulations and innovations. While journalists and delegates converge on the summit, we talk to some New Yorkers working for change in their own backyards.
