a recent durango city council meeting was for the birds. an amusing guest catches councilors by surprise -- stirring up a ruckus in the council chambers. our four corners reporter erisa nakano has more on the case of the mysterious chicken. during a city council meeting in durango--councilo rs were focused and serious--until they were interrupted by an unexpected visitor. "he clucked around a little bit. he did one of these moves ." this recording of tuesday's city council meeting shows that it wasn't what anyone had in mind. "haha" "an unidentified chicken came to our city council meeting tuesday night." in the middle of an executive session--a person dressed in a chicken costume made a lasting impression. "i hope the viewing audience understands that there is a chicken in the audience." the chicken attended the meeting to show support for an ordinance that was being talked about. if it passes--owning chickens could become legal in the city of durango. "it wasn't a threatening chicken or anything like that." durango mayor pro tem michael rendon introduced the "chicken ordinance" a year and a half ago. he says the chicken was very informed. "it was kind of nice to add a little mor. it wasn't an exciting meeting to begin with and in general, i actually found it refreshing to add humor to our regular meetings." the person behind the mask remains a mystery. "when the meeting was over, the chicken got up, squawked around a little bit, laid an egg and left.

a 75-year-old roswell woman is heartbroken after crooks stole r purse .... which had thousands of dollars in it for her husband's funeral. joe bartels sat down with the woman... and her daughter. he's live in roswell tonight... joe? the roswell family was inside a funeral home last week saying goodbye to a grandfather and husband. outside-- crooks smashed a car window and stole a lot more than just a purse... "it was just a hopeless feeling. it was just like it wasn't real, but i knew that it was." mary dickinson anher husband robert were married for sixty years. he died earlier this month. but while dickinson and her family were inside the funeral home saying goodbye one last time ... a burglary was taking place in the parking lot. "when we left close to 7:30, i noticed when i was walking back to my car, there was some glass on the ground and when i opened the door the glass shattered." dickinson's purse, with 48 hundred dollars inside... was stolen from her daughter's car. she had been saving up the money to pay for funeral expenses. i knew it was gone. and what hurts so much was all the things in my purse that i had to have." dickinson also had her husband's old drivers license and other important documents stored inside-- her daughter says they forgive whoever stole the purse--- they just want to get back the things they can't replace. "they have no use for this stuff. it's to no use to them. it could be in a dumpster some where and we may never get it back, but if you have it, please return it. there were no security cameras in the area to catch the crooks. if you have any information about the case-- please call roswell police.

(Chad Czeczok/ ND NAtional Guard) "To be able to go after somebody that did that to us and to be a part of that is an honor." Preparing to fight for this country just eight short years later...it's an honor they never gave a second thought while sitting in their classrooms that fateful day. tax increases are on the table as the governor's budget balancing task force meets at the state fairgrounds. so just what kind of tax increases are they talking about? stuart dyson is live at the fairgrounds with a look. can you feel something pulling on your wallet? they call it the budget balancing task force -- but tax increases were the only thing on the agenda today. a sure sign of where the richardson administration is heading. most but not all of the 40-odd sk force members agree with the governor that tax increases are inevitable. they disagree over which taxes need to go up -- and whic taxpayers will bear the burden. there are proposals to jack up taxes on booze. on tobacco... ...and on groceries -- hey we just got rid of that tax four years ago. "it's a very regressive anti-family tax. it's regressive in the sense that lower and middle income people have to pay a greater amount of their income on their food. so it hits them disproportionately worse." the task force is also considering higher excise taxes on cars and trucks. and higher taxes on the fuel that keeps them going. "they have a category for the gross receipts tax on gasoline. if you only had gas at $2.50 a gallon that would be $.18 a gallon more that you would pay for gasoline. q: that's one thing they're looking at? a: yes." income tax hikes are an option too. for income over a hundred-grand. but the governor makes no secret of his opposition to that. the tax soup simmering right now will come to a full boil in january when lawmakers convene to tackle what's left of a shortfall still in the hundreds of millions of dollars for the current budget year -- and another half-a- billion or so in the next budget year.// new mexico's medicaid program may also face cuts as the state looks for ways to save money. the state human services department is looking at possibly scaling back medical services and eligibility. only people who must be covered by federal law would be eligible for the medicaid program. about a half- million new mexicans are currently covered by the state's medicaid plan

The North Dakota Board of Higher education has voted to OK financing details for new homes for the presidents of the University of North Dakota and North Dakota State University. The board, meeting in Minot this morning, voted unanimously to allow NDSU to use nearly $200,000 in money from non-tax funds such as money collected selling soft drinks on campus to pay for cost overruns for the NDSU president's house. But one board member expressed displeasure with allowing NDSU to use anything but privately-raised funds for the more-than-two million dollar home. (Jon Jackson, Higher Ed Board Member) "Couple hundred thousand dollars, that's about as much as these institutiions have to say, we're going to give this to student and faculty initiated research projects, whether they're scholarly activity in Poetry or cell biology. It's a bad idea from that standpoint." The Board of Higher Education had earlier voted to require that no student or taxpayer money be used for the home projects at either NDSU or UND. The board was told today that UND's Foundation is picking up all of the cost overruns.

This week we've been looking into the growth of the Magic City........new areas that have been annexed into city limits and the construction boom. But with those additions come new challenges for city workers to maintain and service those new areas. Shaun Sipma has more. The city of Minot had covered roughly 14 and a half square miles for many years. Area patrolled by police, covered by the Fire Department, Serviced by sanitation and cleared by city street crews. In roughly the past six years though that number has grown to over 17 and a half square miles. (Rick Hair, Minot Street Superintendent) "We are responsible for those streets now." Minot Street SUperintendent Rick Hair says he's been with the department since 2005 and has been operating with the same number of personnel and equipment since then. (Rick Hair, Minot Street Superintendent) "It does make it difficult, you can drive around and see how we've expanded and we try to keep up and it's going to get difficult as we go but we know that ahead of time." And time for his department is an issue. As we saw last winter each new snow storm meant more time to get streets cleared. Hair's request in the last budget for two more people and another blade was denied but he plans to renew those requests in the next budget in 2011. (Dean Frantsvog, President of the Minot City Council) "With the the huge amount of growth we've experience over the past several years we have a additional strain on those services." Minot City Council President Representing Ward 3, Dean Frantsvog says therer have been growing pains in the past several years. He says the council is talking with city deparmtent heads about their growing needs and is already looking to expand some departments. (Dean Frantsvog, President of the Minot City Council) "Right now at next months city council agenda we're going to discuss adding three new firefighters to the city." He says though with needs from every department growing it's difficult to meet those needs right away. Frantsvog says it's a delicate ballance of services and needs, and taxes to pay for them. He says often times there's an up front cost to pay for expansion. (Dean Frantsvog, President of the Minot City Council) "You bring in new property and that increases and that adds to the tax roll but sometimes there is a little bit of a delay in that before we can actually receive the tax dollars that accompany those new properties." That delay means people in places like the street department have to do more - and ask for your patience - while they wait to grow to meet the new needs of a growing city. former governor bruce king will be laid to rest saturday morning. today his son gary, new mexico's attorney general, shared memories of his dad's long life and legendary political career. stuart dyson has the story. gary king - wearing a neck brace after surgery two weeks ago - wanted to talk bruce king with reporters today. king says his dad - a three term governor - never considered a run for u.s. senate - or a cabinet position in washington d.c. " he never wanted to leave the estancia valley - he wanted to be close to the ranch - close to the farm - close to the earth - and so he never had any desire to take any political office that would cause him to have to leave the state of new mexico.' bruce king was the longest serving governor in state history - leaving office after gary johnson defeated him in 1994 - but no regrets. " his last years for him were very very positive - life affirming - he loved being on the ranch - he loved being with the grandkids and great grandkids." gary says bruce stayed engaged in politics - encouraging others in the family to carry on. " he was very happy and i'm very happy that he survived to seme be elected as the attorney general - these guys will tell you he was very proud - the day that he pinned the badge on me." gary says bruce would be tickled to know that former president clinton - a good pal - plans to attend the funeral saturday. " it was bill clinton who once said that bruce king tried to convince people that he was born in a log cabin - that he built himself.
