Public relations efforts on behalf of Seattle Children's Hospital have created a sense of anticipation this week. That's when the Seattle City Council is scheduled to look at the hospital's expansion plans. Hospital officials say the need to expand is urgent; neighbors say the new complex would overwhelm their residential neighborhood.
