El Consejo Insular de Aguas dice que no se trata de un vertedero sino de acopio de materiales, así como que la obra de Mejora del Abastecimiento Urbano de la isla de La Gomera, una de cuyas unidades es la Galería de Ipalán, lleva consigo la ejecución de una vía de acceso y conducciones de agua así como depósito de los materiales de perforación. Se está acopiando material para la regeneración total de la zona. Una vez acabada la obra, cuyo plazo estimado es en diciembre de 2008, la zona quedaría adecuada para el uso agrícola tradicional del lugar. Como puede decirse que no es un vertedero y que su función no será esa, cuando en la última revisión del Plan Insular de Ordenación de La Gomera (PIOG) puesta a información pública en Abril de 2007 se considera como Área de Vertidos de Tierras y Escombros La Vaca-Barranco Seco (AVE-5). (Plano de Ordenación Territorial O.4.1 y artículo 219 (páginas 86 y 87) y artículo 222 y Ficha AVE-5 (páginas 103 y 104) del tomo II Ordenación Territorial de la Normativa del PIOG.). Actualmente está regenerado, pero es el único de los cuatro de la isla que lo está.
