The Danish Prime Minister Lars Rasmussen has confirmed that there will be no legally-binding climate pact signed by world leaders at the Copenhagen summit. The best the summit hopes to achieve now is a political deal in which nations agree to 'embrace' emissions reductions, conditional upon other nations adopting and meeting their own targets. The downgrading of expectations for the summit is an attempt to avert outright failure at Copenhagen.
