Freiburg Germany can't teach us everything but they can provide some ideas and resources. The history of Freiburg goes back to the middle ages and some connections could be drawn from this. In the 1970's there was plans to set up a new nuclear power station not far from Freiburg. This caused widespread resistance from the population including farmers, wine growers and students. This protest prevented the nuclear power plant from being built.And then it started. Resistance against one form of energy is one thing. And then you start looking for alternatives. People began to ask where could you find alternative sources of energy. Solar for example. This was thirty years ago and someone had the idea that if you welded or soldered some copper pipes you might produce hot water. It didn't take long a people realized that even though this solar thing was a niche thing there was potential for economic development in this thing of the future.Shortly after the nuclear power plant debate the institute of solar energy systems was set up in Freiburg. It was rediculed at the time but it is now the largest institute of this kind with more than 600 people.Grassroots or bottom up is the best description of how the transformation of the community started. This doesn't mean that the majority supported it in the beginning but this lead to the sense of success in this in the majority of the community.The start of the Green movement came out of Freiburg. Essentially Freiburg was the birth place of the major environmental movement. In 1992 Freiburg was designated the environmental capital of Europe. Freiburg is now rated number one in solar installations. This gets noticed by the wider public. They then start participating. In this is a nucleus for identity with this new and special idea. People are then able to connect their own identity to this solar thing.The hardest thing is always money. Solar is one of the most expensive forms of energy. You have to raise funds for this. The enthusiam of individuals then becomes important. For example the solar panels on the soccer pitch in Freiburg was financed by allowing citizens to buy shares of the installation. Each citizen then became small scale electricity producers. It being in such a renowned location allowed people to see their electricity production. This type of joint ownership scheme has now been widely replicated throughout the world.As necessary preconditions of success you have to have reasonable costs (10% is something people are prepared to pay), things must be comfortable and fit with the lifestyle, and finally control is required so that people feel like they have security.

Vaxjo is the largest city in Kronobergs län in the region Smaland in Sweden. The municipality has a population of about 78,000 (2006). There are direct trains from Copenhagen Airport (Kastrup) in Denmark. Furthermore, there are trains from MalmÜ, Gothenburg and Stockholm (change in Alvesta). There is also an airport in the vicinity with flights from Stockholm, Kalmar, Duesseldorf, Berlin and Kaunas in Lithuania. Vaxjo is a small town, so your feet will be sufficient for the center of town. The rest of the city can be reached by bicycle or bus. City buses as well as buses to the country side can be found at the railway station. Buses are operated by Länstrafiken.

Could Vaxjo, a small city in southern Sweden, really be the greenest of the green? Though we are typically loath to make such hyperbolic statements, this particular city makes a strong case for holding that lofty title. In fact, the European Union recently bestowed its inaugural award for sustainable development on this tiny city - an award many equate with the distinction of being the greenest city in Europe. The key to their sustainable success? A single power plant. Unlike most power plants, which rely on coal or oil as a source of energy, Vaxjo's plant runs entirely on woodchips and other biomass waste from the area's sawmills. In addition to providing electricity, the plant also supplies 90% of the city's heating and hot water. We are in the middle of the woodshed and we wanted to take advantage of that, said Tommy Sandh, who works in the plant's control room. The way the plant operates is simple: the gases produced as wood burns are condensed into a liquid, which is purified and then pumped around town - providing tap water and a source of heating. What is perhaps most unusual about this small Swedish city is just how early it decided to go green. After announcing that it was planning on becoming a Fossil Fuel Free City by 2050 more than 10 years ago, Vaxjo has taken several intermediate steps and is well on its way: it has already managed to reduce per-capita carbon emissions by 25% and now has the lowest urban level in Europe. The next step: cutting emissions caused by cars and buildings. Though the city council already owns a fleet of ethanol-powered cars, it hasn't yet been able to convince all of Vaxjo's residents to follow suit. Besides for seeking additional support and funding from the Swedish government, the council plans on converting its public transportation system and is considering offering free parking for all low-emission vehicles. To minimize emissions from homes and offices, the city is turning to an elegant and carbon-neutral solution: wooden buildings.
