The police officer in yellow is hitting the guy who's walking away from him, and as the officer passes his colleague in black he strikes another man (who is causing no threat) hard on the legs. The man falls to the ground and the officers walk off calmly. The man doesn't get up. Decent people stop to see if he's okay.
