June of 1999, when a NATO radar system was en route to war torn Kosovo by train. The mission comes to a bottle-neck in Romania when a corrupt railway station manager demands that the appropriate custom forms be completed before he will let the train pass.
Through the often hilarious confrontation between the black-marketing station manager and the leaders of the United States military squadron accompanying the system, we observe modern-day life of provincial Romania, and laugh through tears at the obnoxious system left over from communism.
