section 108 of the 1976 Act for copy right on taping news programs, basically that as long as it's straight news you just have to have the owner's copyright notice on it.
Then the author has this to say:
"A word of casuation here: Congress is referring to straight news, not to documentary, magazine format, nor other public affairs programs."

Which, if you've been paying attention since 1986 there hasn't been ANY straight news anywhere in the U.S., including your local TV station.
This is just bad policy all the way around. Because the "news" is driven by ratings and commerical interests now, not for the public discourse as it used to be. the bastiches.
